PREMISE

In the course of one night, the superhero community was changed.

Only a few short months ago, three of North America’s most loved and respected heroes vanished in a seemingly innocuous investigation of a sinkhole in the Mojave Desert. They went in alone, and they never came back. The hole filled itself in almost as quickly as it had appeared, and left only small traces of a crystalline mineral, of apparently alien origin. Though the mystery has yet to be solved, the nation has mourned, and now life must go on.

The remains of the Alpha Force team looks to refill its very prestigious membership. CONDOR is on a hunt for answers. Paranoia rises in the hearts of other heroes - because if the Alpha Force could fail, how could they expect to persevere? And all the while, TRIDENT lurks in the depths of the Pacific Ocean, but are they responsible? Or will they just know an opportunity to strike when they see it?

Outer space has never felt closer.

Los Angeles has been North America's hotspot for both supernatural and superheroic activity for decades now, but recently that reputation has extended far into the otherworldly. While the Alternian and Skrull empires continue to breathe down each other's necks while threatening an invasion from the cosmic territories surrounding Earth, the war of a robotic species called Cybertronians has come to its streets. CONDOR, the government organization tasked with handling these matters, juggles diplomacy with defense, while the citizens of LA are left to deal with living in this increasingly chaotic world.

If the threats from the outside aren't bad enough, there's plenty of home grown bad guys looking to make a mess. Not to mention, the insidious infection of the unknown lifeforms seemingly rising from the Earth's core.

Capital H is a panfandom AU superhero game set in and around Los Angeles in a universe designed to accommodate all varieties of the supernatural and improbable: super powers, robots, aliens, magic, demons, ghosts, time travel, alternate realities, lost islands covered in dinosaurs – all coexist here, either as threats to the Earth, or in the shape of the heroes, costumed and otherwise (but mostly costumed) who fight to protect it. Fandom characters and OCs alike are welcome in this game, and what you make them in this AU is up to you – pretty much anything you can fit into the setting is welcome, and pretty much anything that you’d find in a comic book can fit into the setting.

Capital H is largely a sandbox game, with players encouraged to make their own plot, although there are mod-governed plot elements that will come into play. Players are also encouraged to contribute AU worldbuilding elements to the game – every new bit of character backstory contributes to the overall setting, to create a truly panfandom superhero universe.

App in for issue #5, the acceptance email will be worth a fortune in 30 years’ time.

NEWS ARTICLE SUBMISSIONS

The Los Angeles Times in Capital H is posted once every in-game week – once every two weeks IRL – with a few pieces of in-game news. How relevant the news is varies; sometimes it's plot stuff or foreshadowing, sometimes it's just a bit of background flavour/worldbuilding.

This post is for you to submit your own news items, whether they're to draw attention to/announce something that's happening, lay some foundations for some plot you're planning to roll out in the future, or just for fun. Articles can be about any topic, local or worldwide, as long as they're newsworthy.

If it's a plot thing, we prefer that you write your own article, but if it's just a fun, non-vital background story and you don't feel like writing an entire article you can just suggest an idea and we'll write it up ourselves if we feel like using it (although you can, of course, still write the article yourself if you want to). Images are optional but can be included if you want, and feel free to either make up your own reporters or use names of ones who've already contributed to the newspaper in past updates.

We will probably use all articles submitted, although we may make some corrections for the sake of stylistic consistency – try to make sure your article is written with an appropriately neutral tone that fits with the kind of articles we've got already

If your plot article is time sensitive let us know and we'll try to get it in ASAP.

PLOT REQUEST

Capital H's setting is open to all kinds of exciting shenanigans, superpowered or otherwise, and it's our hope that people will be able to exploit that to its fullest when it comes to plot events run and instigated by players. All we ask is that you run your ideas by us first, so that we can help it run smoothly, and potentially tie it in to other things, and so we can schedule things to make sure that there isn't too much going on at once.

This post is for any kind of potential plot thing, whether large or small scale, that will affect a range of characters other than those who are involved in planning it, OR if you want to have your character investigate or challenge a mod-controlled setting element and want to know how far they would get. (Also if you cause massive amounts of property damage somewhere, that's good to know too.)

You do NOT need to post a plot request for self-contained plot that is only going on between a few people, unless you're looking for it to have consequences that will impact the setting as a whole.

All comments are screened, to avoid spoiling any potential surprises. If you'd prefer, feel free to contact the mods via AIM or private plurk about this kind of thing instead. If we are not responding promptly and you need the answer quickly, never be afraid to try to get our attention by more immediate means!

Feel free to leave some aspects of your character’s origin story vague so that you can incorporate things later on that haven’t been introduced in-game yet at – for example if it doesn’t particularly matter which supervillain your character fought that one time, you might want to just say ‘a supervillain’ rather than getting really detailed, so that when someone else apps a supervillain who’d be ideal as a past nemesis for your character you can slot that in without having to retcon anything. (With their permission, of course!)
As mentioned, there will be a two week period between apps opening for the first time and the game actually starting, to allow (and encourage) players to brainstorm with each other about potential shared background elements, so not everything you write in your backstory will need to be 100% set in stone.
Personality: Your character’s personality as it is in this AU.
Differences from canon: Outline any differences between your character as they are in canon and your character as they are in this AU – an AU character is inevitably going to have some differences in their background and personality as a result of being AUed, although obviously this will vary depending on the character and the AU concept.

Power level: If you put ‘over 9000’ we will reject you automatically. Please see the ‘Power levels’ page for more on this.
Powers: Your character’s powers can be the same as in canon, slightly altered, or significantly altered – if your character has no powers at all, you can give them some that you feel are appropriate for them, or you can leave them without. This is also where you should explain any props, accessories, animal companions or gimmicks that a character without actual powers might use in their heroing or villaining (for example Tony Stark’s armour), or any especially notable but non-supernatural skills (for example Reed Richard’s genius or Bruce Wayne’s combat skills).
Team affiliation: This can be one of the groups listed on the organizations page, or you can make up your own team. Or your character can be the sort who prefers to go it alone! No places on existing teams can be guaranteed – it’s mostly a first come, first served kind of deal – but if there’s no room for your character on your desired team, or we don’t think they’d be a good fit, we’ll work an alternative out with you.
At this point in time there are no player-created teams, because the game is new – in the gap between apps opening and the game actually starting we hope to encourage people who feel their character would be better off on a team to form their own along with others, so don't feel like the Trailblazers or Alpha Force are your only options for having your character on a team!

    HERO REGISTRATION

    Most established superheroes in this setting are registered under C.O.N.D.O.R.’s superhero branch. Registered superheroes get government backup and insurance for things like injuries sustained in the line of duty, but they also have to prove their competence and hand over personal details, as well as follow certain official rules. As a result, some masked heroes choose to operate as unregistered vigilantes in order to avoid these restrictions. This is technically illegal, but the authorities tend to overlook it as long as they’re not actively causing trouble. If they are causing trouble, though, they tend to get off a lot less easily than a registered superhero who got into the same kind of mess would.

    Critics of those who choose not to register tend to paint them as either dangerous, unreliable vigilantes whose preferred methods wouldn’t be tolerated in registered heroes, or blowhard youths who can’t be bothered to sign up with the Trailblazers program – there is a good amount of truth to this, but in spite of that there are some competent, established unregistered vigilantes for whom it’s simply a matter of preferring to keep their identities out of government hands. For these superheroes, their reputation affords them some of the same respect from the authorities that being registered would, although none of the official benefits.

    Please note in this universe registration is only for heroes; there’s no mandatory registration for civilians with powers. If you have powers, as far as the government is concerned it’s none of their business unless you want to use them to fight crime – or commit crime, in which case obviously you need to be shut down. Nobody is ever forced to be a superhero – the last thing CONDOR wants is to put the lives of civilians in the hands of people with super powers who don't want to be doing that job.

    NETWORK RULES

    [community profile] capitalchan is where all online communication in Capital H goes.

    Perhaps most notably, it’s home to three significant in-game networks.

    The first is HeroLink, the CONDOR-sponsored registered superhero network. This network is accessible to registered superheroes only. It is moderated by CONDOR officials from its superhero registration branch and is generally fairly official in tone – alerts and requests for help tend to come through official avenues like the military or emergency services. If you post a ton of selfies of your new uniform you will probably get told off.

    Posts on this network are generally supposed to be limited to on-topic subjects like alerts and requests for assistance, whether from superheroes or outside sources like the police, announcements about changes in official team rosters, new heroes registering, or heroes retiring, and constructive discussions about methods and advice.

    The second network, The Watch, is the unofficial superhero bulletin network, which is maintained anonymously. Occasionally people get concerned that whoever’s running it has sinister motives, but it’s been going for years without any sign of that being the case, and most heroes who’ve been using it for a while feel relatively comfortable with it. Anyone can submit a request for help via the site, and although, unlike the official network, this can sometimes be abused, most pranksters tend to steer clear of submitting false requests for assistance ever since a few years back when some disgruntled vigilantes tracked down the guy from 4chan who submitted a false request they responded to and beat him up and hung him from the top of a lamp post for wasting their time.

    This network has a much more relaxed and social atmosphere overall; you absolutely can get away with posting new uniform selfies, gossip about other superheroes, and ‘don’t you hate it when the police do X’ discussions. It’s used equally by registered and unregistered superheroes, and although some registered superheroes prefer the CONDOR-run network’s more strictly on-topic setup, a lot of them keep an eye on the unofficial one as well anyway, to make sure they don’t miss anything important.

    Membership is gained via invite codes; users can generate their own, in limited quantities, if they’ve been on the site for long enough, but whoever’s running the site is pretty on the ball and superheroes just starting out will often find themselves handed one in an envelope by a furtive figure the first time they successfully stop a mugging. These invite codes may also be given to relevant non-superhero individuals, for example Intrepid Reporters, helpful police commissioners, producers of superhero costumes, etc. Heroes may also give invite codes to family members who they’ve let in on their secret, if they want to, but individuals registering under these circumstances are generally advised to use a handle that doesn’t include their real name and avoid mentioning which superhero they are associated with.

    The third, even more obscure network is used by villains. This one, known as The Underground, is a little less functional; criminals mostly use it to gossip and complain about law enforcement, and sometimes to share tips, but the risk of law enforcement infiltrating or getting a hold of it – plus the fact that supervillains by definition can’t really trust each other very much – means there’s not much point in announcing one’s evil plans on there. Unless that’s how you roll.

    Besides these networks, though, this community can be used for anything from secret organisation communiqués to blog posts and twitter conversations. How peripheral or major the general online aspect of this community ends up being will depend on what players make of them – it’s pretty much up to you!

    Private communications should be tagged with #private, and other general internet posts should just be tagged #internet, with the site or kind of site it’s supposed to be on in the subject line of the post.

    POWER LEVELS

    For the sake of consistency, and for in-universe reference for superhero (and villain) registration. Every character is assigned a rank from X to F based on their overall power level. Some rankings can be sort of subjective, since superpowers are so varied, but as a general rule two D rank characters would be an even match for each other if even if they had very different sorts of powers. This includes ‘powers’ bestowed on a character by gadgets or armour they use in their superhero (or villain) ing.

    Power levels are ranked in terms of how much damage a character is currently capable of doing (or how much of an effect they are able to exert, if their power is not physical) – intentionally or not. A character who has no powers but has extensive training and experience in hand to hand combat would most likely have a lower rank than a character who can generate extremely powerful lasers but can't control their ability to do that.

    When determining your character’s power level, you may need to pick something different from where they’d be classed in canon – not every single supervillain can be the biggest and baddest ever, and on average teenage superheroes aren’t going to be among the most powerful ones even if they’re the hero of the series they come from. Conversely, you may want to power a character up a bit if you’re putting them in a position of superheroic authority and renown when in their canon universe the bar for badass is set a little lower.

    X: This is for super strength that can move planets, reality warping that can rewrite an entire universe, mind control that can mindwipe thousands of people at once unassisted, or actual omnipotence. Not many characters are or will be X rank, and nobody will be allowed to app characters as X rank at the start of the game. You probably do not have high enough clearance to know about this rank. People are inherently troubled by the idea of this class’s existence.

    A: The best of the best so far as super beings that do not inspire considerable existential dread. This is the rank for heroes that not only have been blessed with extraordinary abilities, but have also had a chance to prove themselves on a world stage. The usual home of your proverbial Supermans and Wolverines, or anyone that had enough power, skill, or history to make themselves the best.

    B: Talented and powerful superheroes/villains who aren’t quite on the level of, say, Alpha Force.

    C: Enough powers or physical combat proficiency to stand a chance against the average supervillain.

    D: Some combat training, or powers that could be somewhat useful if implemented correctly. Could probably take down a regular, non-super criminal.

    E: No powers – or superpowers too feeble to actually help anybody fight crime except under extremely specific circumstances – plus no combat training.

    F: No combat training plus a power that’s an active detriment to a character, and not because it’s just sooo powerful that they lose control of it sometimes – powers that have no function besides inconveniencing their user.

    FAQ

    THE BIG QUESTIONS

    What is this?
    Capital H is an panfandom roleplaying AU in a superhero genre setting. OCs and AUs of existing media characters are equally welcome!

    What kind of content can I expect in Capital H?
    We are aiming to replicate a feel approximating Marvel or DC Comics (though the game is certainly not set in either of those universes) which generally means that the tone may vary between grimdark angst and lighthearted hijinks; if you’re here just for one or the other you might need to broaden your expectations a bit.

    What is the time ratio?
    2 OOC Days = 1 IC Day. Time is slowed by half, because otherwise we find that it is difficult to not get either rushed or left behind by real time paces. This isn’t meant to make Captial H a slow paced game, however. It’s merely meant to give our players a bit more ease in keeping on top of events.

    How does the network work?
    [community profile] capitalchan can be used for any IC online activity, just indicate in the post title what website it’s taking place on. There are a couple of hero specific networks, which is where we expect the bulk of the online stuff to go down, but if you want to have your character using twitter or blogging you are absolutely encouraged to put that on [community profile] capitalchan too.

    Is the game wiki important?
    Heck yeah it is! Go check it out if you haven't already! The Capital H wiki contains a lot of miscellaneous setting information, as well as allowing players to keep up-to-date pages on their characters and manage their own contact information. This is pretty useful to have in a game like this, where setting elements and worldbuilding are in large part dictated by the players.

    Can my character die?
    Yeah they can. The default assumption for characters dying is that they’ll stay dead, but this is a superhero game, so if you can present the mods with a good reason for them to come back then they can. However, any character who dies must stay dead for a minimum of one month before they are revived, if they are going to be revived.


    CHARACTERS

    What kind of characters can I app?
    Pretty much any kind of character you want. Existing fictional characters and OCs are both allowed, although all characters have to be AUed to fit the setting (some may need less AUing than others). Capital H’s all-encompassing superhero setting means there’s room for characters who have super powers for basically any reason you can think of – magic, gadgets, falling into a vat of chemicals, just being born with them, whatever – as well as characters with no powers at all. Intrepid reporters are just as welcome as superheroes and villains. Characters can be robots, demons, time travellers, space aliens, just about anything as long as you have a reason for them to be in LA.

    Can I app a fancharacter?
    Yes – in many cases there won’t be anything to distinguish them from a regular OC, and in practice we see no reason to distinguish apping a character from LA from apping a character from Alternia or apping a character from Equestria when it comes to what is and isn’t allowed. Make sure you keep your character’s background in line with what existing players have established about that aspect of the setting, though.

    My character is a superhero already, how much do I have to change them?
    A character with a significant canon history is going to need a lot of that wiped in terms of interactions with allies and enemies just because the allies and enemies are different in this universe, but generally speaking it’s cool to keep your origin story basically exactly the same as in canon if you want to. We definitely encourage people to substitute significant canon events in their character’s backstory with analogous events involving in-game characters in place of the ones who were canonically involved.

    I want to app a villain, but it seems like the game isn’t set up to allow villains as much in depth CR as heroes.
    That is true. It’s not impossible to get a villain in on the unofficial superhero bulletin network, and we absolutely encourage people to play around with the boundaries and make exceptions to this, but villains in this game are frequently better suited to being secondary characters who aren’t constantly in play.

    My character canonically travels between universes, can they come into this one like they would other ones?
    Absolutely! It is, however, up to you to come up with a reason for them to stay here long term. (Of course it’s also okay for them to just be a frequent visitor). If you take this route it’s fine to just have their background be identical to canon up until the point at which they crossed universes. This also applies to time-travelling characters; if you can come up with an excuse for a character from the past – or from an alternate future timeline (there is, of course, no singular future timeline) – to be transported into the present then you’re welcome to do that without changing their background if that’s what works best. That said, we would prefer to keep characters who originate from other settings from becoming a majority – and we'd prefer not to have characters from alternate realities who have been interdimensionally transported simply by accident, and for whom travelling to a world like that of Capital H would not ordinarily be a thing. This is an AU game, not a jamjar, after all!

    My character is from space, can I keep them as a space alien or do I have to AU them as a human?
    Either way is A-OK, just, again, if they’re from space it’s your job to decide how they got here and why they want (or need) to stay – and, again, we’d prefer not to have more aliens than humans.

    If AUs can vary that much, do you allow doubles?
    Yes! This is never a guarantee, but if your AU take on a character is different enough from the one already in game (say if you want to play Bowser as a human kingpin while someone else is already playing him as a literal fire breathing turtle thing) then you may be allowed to app them in as well. All we ask is that you check if it is cool with the version who got here first, and then with the mods to be sure a double is appropriate with the concept you have in mind.

    I want to app a character as a native human but their close castmate has already apped as a time traveller. Do I have to follow their lead?
    Nope! They might have already mentioned your character in their character’s background, but you can work that out with them however you like – they might want to retcon your character’s role as an NPC or something, or just assume that your character bears an ~uncanny similarity~ to the one from their background. As stated above, by that same logic you could even app a second version of an already-apped character who just happens to uncannily resemble this one from a different planet/future/past/alternate universe/whatever, due to some sort of ineffable intergalactic resonance or something. That’s totally plausible. (Make sure that’s okay with the person already playing the character who’s going to be duplicated, though.)

    If there can be doubles, is there an in setting explanation for why there are sometimes eerily similar people from completely different places?
    At one point, a supervillain’s attempt to end the universe crunched reality into an uncomfortable little ball for a very brief period of time. After this was resolved it exploded outward again, sending off ripples of certain ‘spiritual essences’ across the universe, which resulted in strangely identical people occurring in multiple places at a time. It is fairly rare that they come across each other, but it is always sort of bewildering when they do. People who are into that sort of thing, like wizards and quantum scientists, will be generally aware that this is a thing that can occur.

    I have an idea for a character but the person who apped one of that character’s castmates who’s already in the game wrote my character into their backstory and their concept is completely different to mine, what do I do?
    Ask them if they’re willing to retcon, generally. In order to avoid circumstances like this it’s generally best to keep things in your backstory vague where you can get away with it – this also makes it easier to incorporate things involving characters from different canons, because cross-canon backstory sharing is great – but obviously this can’t always be possible because some characters play such a significant role in other characters’ backstories. For example, it would be unfair to expect someone playing Spider-Man to be really vague about his legal guardian in case someone wanted to app Aunt May in different circumstances to the ones the Spider-Man apper established. Ultimately preference has to go to people already in the game, and if someone isn’t willing to retcon then if you want to app one of their castmates you’ll have to roll with what they’ve already established.

    Can I be a dragon?
    Your character can be basically anything as long as you have a reason for that thing to exist in this universe, provided it is not like a talking dong. Please note this only applies to characters who are already dragons. You cannot make a character who is canonically a human into a dragon just for funsies. AUs should generally be aimed at making characters more appropriate to an Earth setting, not less.

    Can I play multiple characters from the same thing?
    Absolutely, especially if they’re AUed in such a way that their backstories don’t intersect – but also if they do. For example, we've accepted apps for a single person playing both a character and that character's daughter. Really the only limiting factor is whether you personally will find it inconvenient to not be able to thread this CR with another person.

    How many characters am I allowed?
    The current limit is six. Not all your characters are required to be constantly active at the same time – see the activity check rules for more on this.

    Can my character be in ALPHA FORCE??
    If there is an open slot and your character has the kind of power level, experience and reputation to warrant it, yes! If it’s currently got a full roster then no. Most teams are first come first served as far as getting a spot on them goes, although we may need to be selective in terms of which characters will be a good fit. If you’re planning to app onto a team with several established members already, it’s a good idea to talk to the players of the characters already on that team before apping, to ask if they’d be cool with another member and see if you can work out some interlocking backstory elements with the other characters.

    Does my 16-25 superhero have to be in the Trailblazers?
    Not at all. Teenagers who register as superheroes are strongly encouraged to join the Trailblazers, especially if they’re registering alone, but if they’re in their 20s and they have some experience then they’re more likely to be spared the pressure to Trailblaze. If a teenage hero is the sidekick of an older superhero, or registering as part of a group alongside older heroes, then that’s more accepted, too – basically as long as they have at least one older superhero to look out for them.

    Generally the only people who’d be faced with “Trailblazers or nothing” as an option on registering are teenagers who register without any kind of adult hero as a sponsor, as C.O.N.D.O.R. doesn’t like the idea of unsupervised teen heroes or whole teams of unsupervised teen heroes. That doesn’t mean there aren’t any, of course – just that they’re not registered. For this reason there’s probably a larger percentage of unregistered teenage superheroes than any other age group.

    Does my character have to have the same powers as in canon?
    No. If you’re apping a character who canonically has no powers you can give them powers or a superhero gimmick that they didn’t have in canon, or if you’re apping a character who canonically has more powers than is reasonable you can strip them down to just a few more manageable ones. If you really feel the need you can change a character’s power to a different unrelated one but generally if you’re giving a character a power that they didn’t have in canon there should be some kind of justifiable reason for it.

    How many powers can my character have?
    That depends on what their powers are. Generally speaking we’re more concerned that a character’s powers should be thematically consistent than that they should be kept to a certain level – for example controlling earth, fire, air and water as a unit would be a reasonable powerset, and so would controlling fire and also being able to see heat, or something, whereas both controlling ice and also having telepathy would be a bit weird and inconsistent.

    Where a character gets their powers can also affect what’s acceptable. For example, a character whose powers are innate wouldn’t be able to have both super strength, super hearing, the ability to fly, and eye lasers, because those are sort of unrelated as a power set*, but if you apped a character with a flight capable robot suit that shot lasers, amplified audio input that the naked ear wouldn’t otherwise pick up, and allowed them to lift things they couldn’t lift outside of the suit, then that would be alright – the trade-off, of course, is that a robot suit might be more versatile, but it can also be stolen or damaged in ways innate superpowers can’t.

    *Yes, this means if you apped Superman you’d have to trim down his powers a bit.

    I want to app a character who’s very powerful, and I feel these powers are fairly key to the character, but I also don’t want having those powers to mean they hog the spotlight all the time. Should I just find a way to power them down?
    Not if you don’t want to, although powering them down is always an option! If you do app a very powerful character, though, we wouldn’t want them hogging the spotlight all the time either, and when dealing with characters like that it’s generally best to let plot convenience dictate when their powers come into play – just because your character could save the day all the time doesn’t mean they actually have to. They might not know about everything that’s going on, or they might be somehow indisposed… This is a setting based on superhero comics – we’re probably not going to end up being MORE heinously unrealistic than actual comics when it comes to “surely this guy could just step in and…”

    That said, if you really can’t imagine them not saving the day all the time, or suspend your disbelief for them not saving the day all the time, or if you know you’re the kind of person who can’t help being pedantic about your character being more powerful than other people’s, then it’s probably best to go with decreasing their powers.

    You said you’re more concerned with thematic consistency than keeping powers to a certain level. Does that mean I can app my character who can punch a hole in the Earth’s crust/fundamentally alters reality by sneezing/is literally omnipotent?
    No. Powers like these fall into the X rank, which is not a power level currently exhibited by any known being on Earth. If a character has powers this strong, they should ideally be toned down to better fit the setting.

    Can they still be a god tho.
    Yeah, provided the god is like Thor in Marvel where he can function reasonably amongst normal people. Try not to fuck up the power scale. Also, you can’t app any gods that conceptually rely on being the only gods around.

    How about angels and demons?
    Yeah, there are like a billion heaven and hell dimensions. Most of them don’t all even work the same way, so you don’t even need to make sure that, like, Aziraphale from Good Omens and Castiel from Supernatural are on the same page about heavenly bureaucracy. (You totally could if you wanted, though. Linked concepts are the bomb.)


    MISCELLANEA

    Can my characters bone?
    Yes. Pretty much wherever (IN SPACE) and whenever (IN THE FUTURE) you want, provided you like...you know, post a warning for it, or whatever.

    Thoughts on muncesting?
    We don’t even give a shit. You are free to have your characters interact with each other as much as is reasonable, and as long as you aren’t turning your character circle into your own private melodrama it is probably okay. Just don’t be obnoxious about it.

    What kind of stuff can I control in terms of NPCs?
    At any given time it’s pretty reasonable to assume you can control random people on the street, minor villains (muggers, thieves, gangs, the like) and casual interactions with the police. However, if you are playing any NPCs in a capacity that implies some sort of city wide attitude as opposed to individual personalities, you’ll probably want to check it with the mods first.

    Also, Team Magma and Team Aqua are the official shit villains. You can have them fucking around ineffectually any time you want.

    Can I make up organizations and significant historical events in regards to my character’s backstory?
    Yes! That’s half the fun! And after you are accepted, you should totally make a page for it on the wiki.

    Is game activity confined to LA?
    Heck no! LA is the major hub of the game’s activity but everybody is heartily encouraged to have characters and teams who operate in other nearby towns, or to send their characters on missions anywhere in the world. We do generally advise that characters’ base of operations be kept to places pretty close to LA just for the sake of not having most people in California and then one guy on the East Coast who never gets to have team ups without having to go on a days-long road trip to get there, but this is a suggestion more than a rule; if things develop in favour of a wider sprawl and that turns out to work for people rather than getting in the way, we definitely won’t try to stop anybody.

    ACTIVITY

    ACTIVITY CHECK

    Roughly every month or so, ish, the mods will post an activity check. There is no set time for activity check to be posted, although it will usually be on a weekend.

    The rules for the activity check are as follows:

  • You must link to two threads with at least 15 tags that have occurred in the last month, for half of the characters you play. If you want you can include activity for more than half of your characters but this is not necessary.

  • ‘Half’ your characters is rounded down in the case of players with an odd number of characters, for example if you play three characters you only need to show activity for one of them. If you play four you need activity for two, if you play five you also need activity for two.

    This system is in place to allow people to play a larger number of characters and let them take turns with the spotlight while others take more of a back seat for a bit, or to play character concepts that can’t realistically be as consistently active as others, such as reclusive supervillains – not to let people get away with character squatting. If some of your characters are consistently inactive without IC justification, the mods may contact you to request that you either involve them more or drop them.

    HIATUSES

    Hiatuses may only last for up to ONE MONTH at a time. Hiatuses may very well end up extending beyond that due to personal circumstances, but you will have to check back every two weeks after that to tell us that you need more time. If this comes to the point of being excessive, then we reserve the right to remove your characters.

    Unless you are going to be in a circumstance where computer access will be spotty or non-existent, in which case please talk to a mod about working out a longer absence! We will work something out.

    RULES

    1. Don't be an asshole.
    We mean it you guys. This is the first and most important rule, and people can and will be subject to disciplinary action and/or booting from the game for failing to adhere to it. This covers, but is not limited to:

  • Being rude, condescending, or disrespectful to other players on an out of character level.
  • Propagating rumours and shit talk on anon comms.
  • Being consistently ornery and uncooperative in interactions with the mods.

  • 2. Be active!
    That is to say, pass activity check. In fact, on an average month you should be doing more than the bare minimum - there is no numbered rubric for what this requires, but generally speaking you are expected to be a realistic degree of available to other players, special circumstances aside. Continuing to just barely slip by on activity for months on end is considered breaking this rule, and it is up to mod judgment at that point whether or not the character will be dropped.

    3. Don't godmode or powerplay.
    For anybody who doesn't know, this means to take undue narrative control over other people's characters, or to unrelentingly portray your character as impossible to defeat. This is a cooperative storytelling game, and so therefore you must cooperate with other players.

    4. Don't metagame, and respect the OOC/IC line.
    Just because you know things about other characters or the game setting doesn't mean your character does. Furthermore, what happens IC is IC, and in character conflicts should not get dragged into OOC conflicts, or vice versa. See rule 1.

    5. Don't break the fourth wall.
    Fourthwalling means to have your character recognize another character's canon. Never do this. Nobody here is fictional, unless their concept is being a cartoon character literally given life by a wizard.

    6. Put stuff where it's supposed to be.
    Put posts in the right comm. Put complaints in people's HMD instead of publicly on the anoncomms. Put your hiatuses on the hiatus page. Put your drops on the drop page. Use the correct forms when a form is given. Follow the instructions. Abiding by this rule makes things less chaotic and horrible for everyone.

    7. Use it or lose it.
    When you are given permission to do a plot, the assumption is that you will put it into action within the next week or two. It's understandable that life may happen and you may have to delay your execution further than that, but if you do, you must ask for mod permission again. Whether or not a plot is viable may change based on other events, and so permission for most plots can and will expire if you fail to act on them.
